1. Minimum Lowest Floor Elevation  – BCDCM States, “The lowest floor of any new construction in flood plain areas must be 24 inches above the 100-year flood elevation, and 24 inches above the original natural ground, whichever is higher.  ‘Original natural ground’ is defined as the ground elevation before any fill was placed.”
